He holds a master's in library science and information systems from the University of Puerto Rico, Rio Piedras Campus. The degree was conferred in 2003 with honors and the ASEGRBCI medal for excellence. His undergraduate dissertation was in bibliometrics with the research "Bibliometric Study of the Social Sciences Magazine of the University of Puerto Rico and Homines Magazine."
He completed undergraduate studies in Political Science at the Mayagüez Campus of the University of Puerto Rico. His studies were conducted in 1996 with cum laude honors.
Since 2008, he has worked at COBIMET as a Virtual Services Coordinator and Executive Director. Among his responsibilities is maintaining and marketing a virtual library for around 17,000 students, faculty, and administrators from 12 higher education institutions. In addition, he oversees the negotiation process with database providers of magazines, books, and other information resources. As Executive Director for the last five years, his responsibilities included supervising all areas of the organization and making decisions that would benefit and strengthen it.
He has worked professionally as a librarian for academic, school, and pharmaceutical companies. He worked for around six years in multinational pharmaceutical companies such as Merck and GlaxoSmithKline. In these, he designed and managed the documentation system and regulatory files at the Puerto Rico facilities. In the academic area, he worked as a cataloguer in the library of the Mayagüez Campus of the University of Puerto Rico. He also worked as a secondary school librarian for the government of Puerto Rico for three years. In this latter work, he established bibliographic instruction programs and information competencies for students.
